I have not yet been able to ascertain from the Military Secretary's Department whether General Norton has in fact left India yet, the British Airways Service through Indo-China to Hong Kong has recently been interrupted, but if necessary no doubt the R.A.F. could fly him from Penang. They have promised to let me know as soon as they have information of his departure.

As regards No.11 we have not yet had from the O.A.G. his concurrence in the proposed emolument for General Norton on the assumption that there will be no local objection. These drafts are now submitted for approval.
